Chaplain Assistant at Saint Paul

JOB SUMMARY:

MINNESOTA NATIONAL GUARD This position is located in the Office the Adjutant General, Headquarters, Joint Forces Headquarter (JFHQ). Serves as an Assistant to the full-time State Chaplain. The purpose of this position is to assist in crisis intervention, management support, and administrative support to the organization.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible AFSC/MOS in the Minnesota Air/Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Air/Army National Guard must be eligible for immediate enlistment or appointment. Providespreliminary interviews and crisis debriefings for Military Technicians andActive Guard/Reserve personnel employed within the state ARNG/ANG. Publicizesavailability of chaplain professional services. Coordinates care with drillstatus chaplains and civilian pastoral entities to ensure services areprovided according to the religious beliefs and needs of employees.  Maintains contact with drill statusChaplains/Chaplain’s Assistants, “home-town” pastors, local church groups, andbenevolent organizations. Provides referral services for crisis care offull-time support/deployed personnel and their families as well as personnelundergoing training. Visits organizations throughout the state, on a periodicbasis, to assess chaplain training requirements of full-time support personneland evaluates the religioussupport program of drill status ministry teams. Provides material for religiousinstructional activities to be conducted by the Chaplain/Chaplain’s Assistantsduring inactive and active duty training periods. Mayconduct religious customs and culture briefings. Assists in preparations forspecial events and seasonal religious services. May be required to providereligious support activities for worship services, funeral services and the administration ofordinances. Prepares and maintains religious accouterments, facilities andequipment. May be required to administer and manage appropriated funds toinclude budget management of Strong Bonds program. Maintains religious datalists for personnel assigned to unit/organizations within the State ARNG/ANG. Performsother duties as assigned.

GENERAL EXPERIENCE: Administrative or clerical experience,education, or training which demonstrates the candidate’s ability to performthe duties of the position. Experience using computer and automation systems.


SPECIALIZED EXPERIENCE:  GS-07 requires 12 months experience in theinterpretation and application of regulations, procedures or laws.  Experience that provided a working knowledgeof administrative functions. Experience demonstrating the ability to adviselower graded employees. Experience working independently and setting prioritieswith very little supervisory control.

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level,

and DOD IT network access.  Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

EVALUATION FACTORS:   Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

HOW YOU WILL BE EVALUATED:

AREAS OF PRIORITY: In accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), applications will be forwarded to the selecting official to conduct interviews by area of priority listed below:

Area 1: Career/Career-Conditional technicians and Indefinite Technicians assigned to the Minnesota National Guard.

Area 2: Minnesota National Guard technicians who have not previously competed, and traditional Minnesota National Guard members.

Area 3:  National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Air or Army National Guard.
