This position serves as ProgramSpecialist within the Primary and Specialty Medicine Service Line based at the VAMedical Center in Minneapolis, Minnesota. Duties include, but may not belimited to the following:

· Responsibility for the organizationand coordination of the implementation and day-to-day operation of the LungCancer Screening Demonstration Project at the Minneapolis VA Healthcare System;

· Serving as operation resource forlocal project team members, which may include clinical staff from primary care,mental health, pulmonary medicine, cardiothoracic surgery, pathology, medicaloncology and radiation oncology;

· Assuring adherence to protocols,procedures and project plans established for the Lung Cancer ScreeningDemonstration Project; and

· Providing data to the VHA NationalCenter for Health Promotion and Disease Prevention (NCP) for use in assessingthe impact of implementing lung cancer screening more broadly.

 

WorkSchedule: 8:00am to 4:30pm, Monday throughFriday.

 

NOTE: This is a TERM appointment(not-to-exceed 3 years). Term appointments are non-status,nonpermanent appointments of limited duration. Term employees are eligible toearn leave and generally have the same benefits as permanent employeesincluding health and life insurance, within-grade increases and Federal EmployeesRetirement System and Thrift Savings Plan coverage. Term appointments may beextended without further competition.

SPECIALIZED EXPERIENCE:

GS-9:  One (1) full year of specialized experience that equipped theapplicant with the particular knowledge, skills, and abilities to performsuccessfully the duties of the Program Specialist, GS-9 position and that istypically in or related to the work of this position. To be creditable,this experience must have been equivalent to at least the GS-7 level in theFederal service.

 

Examples of specialized experienceinclude: Experience managing large novel health care interventions, including researchin tracking and early detection of lung cancer or other pulmonary conditions;Implementing and managing research programs; Coordinating a research programwith other disciplines, recruiting and counseling patients, and analyzing andcommunicating the results; and Analyzing data obtained and be able to presentthe findings to a targeted audience.

 

NOTE: A full year of work is considered to be 35-40 hours ofwork per week. Part-time experience will be credited on the basis of timeactually spent in appropriate activities. Applicants wishing to receivecredit for such experience must indicate clearly the nature of their duties andresponsibilities in each position and the number of hours a week spent in suchemployment.

SUBSTITUTIONOF EDUCATION FOR EXPERIENCE:

A Ph.D.or equivalent doctoral degree -or- 3full years of progressively higher level graduate education leading to such adegree -or- an LL.M., if related, arefully qualifying at the GS-11 grade level. One (1) year of full-time graduateeducation is considered to be the number of credit hours that the schoolattended has determined to represent one (1) year of full-time study.  This graduateeducation must have provided you with the knowledge, skills, and abilitiesrequired to successfully perform the work of the Staff Assistant GS-7position. COMBINATIONOF EDUCATION AND EXPERIENCE:

A combination of successfully completedgraduate level education and specialized experience as described above.  For example, six (6) months of specializedexperience equivalent to the GS-9 level and one and a half (1.5) years ofprogressively higher graduate level education, which would be fully qualifyingat the GS-11 grade level. QUALITY RANKING FACTOR:
A Quality Ranking Factor has been requested by the facility to helpdetermine which of the basically qualified applicants are likely to be betterqualified for a position. The quality ranking factor for this position is: "Knowledge of best practices incancer screening and lung nodule tracking.”

 

QualityRanking Factors areskills, knowledge, abilities, or other worker characteristics which could beexpected to result in superior performance on the job. Quality ranking factors willnot be used for screening, but may be used as ranking criteria.Applicants with higher proficiency levels may rank above those with lowerproficiency levels on a quality ranking factor.

 

 

You will be rated on the followingKnowledge, Skills, Abilities and Other characteristics (KSAOs) as part of theassessment questionnaire for this position:

 

1) Knowledge of best practices in cancer screening and lung nodule tracking.

2) Ability to collaborate with multiple health care disciplines toimplement complex health interventions and research.

3) Knowledge in health behavior theory and health change processes forpatients and providers.

4) Ability to interpret, summarize and analyze detailed clinical healthcare databases.

5) Ability to prepare written summary for process and clinical reports.

6) Ability to communicate.

 

 

PHYSICAL REQUIREMENTS:

Thework of this position is primarily sedentary, although some slight physicaleffort may be required. Walking throughout the medical service and itsdependencies is required for meetings.

 

Work istypically performed in an adequately lighted and climate controlled office. Mayrequire occasional travel.

HOW YOU WILL BE EVALUATED:

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group.  Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group.  Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.  The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.  The remaining groups may be referred based on the number of applicants available.
