These positions are located in our 3F Medical Telemetry Unit, part of our Primary Care Service line, Minneapolis VA Health Care System. Note: The full performance level of this vacancy is GS-05. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-05. The Professional Standards Board (a peer-review group) will review the selected candidates education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

The Nursing Assistant has a keen awareness of customer service concepts and possesses effective interpersonal skills with an ability to project a positive image for the Minneapolis VA Health Care System (MVAHCS) while working under the direction of an RN, providing care to patients requiring frequent checks of vital signs or constant surveillance during the use of specialized equipment such as chest tubes, patients requiring strict bed rest who are totally dependent upon nursing personnel for all personal care, i.e., bathing, skin care, turning, positioning and nourishing, with rigid maintenance of intake and output; patients in active D.T.s; patients having numerous diagnostic tests; requiring frequent suctioning or temperature control measures such as hypothermia. Administers hygienic care to patients including bathing, feeding, lifting, supporting, turning and positioning; provides oral, hair, nail and related care; applies and maintains urinary drainage appliances and supportive and protective devices, measures and empties nasogastric suction, observes, records and reports subtle changes in patients condition. Measures, reports and records vital signs and intake and output; tests urine for acetone and pH; collects and forwards specimens of urine, stool and vomitus for laboratory analysis, fingerstick and blood glucoses. Performs application of heat and cold, catheter care, and setting up and administering treatments that require auxiliary equipment such as oxygen or suction.

BASIC REQUIREMENTS:
- U.S. citizenship.
English Language Proficiency. Nursing Assistants appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Applicants must meet requirements listed in the OPM Qualification Standards for Technical and Medical Support Positions and the Individual Occupational Requirements for GS-621: Nursing Assistant Series.
Experience Requirements:
For GS-5: 1 year specialized experience equivalent to at least the GS-4 level.
Specialized Experience Qualifying specialized experience includes nonprofessional nursing care work in a hospital, outpatient clinic, nursing home, or other medical, nursing, or patient care facility, or in such work as that of a home health aid performing duties such as:
- Providing personal nursing care such as providing pre- and post-operative care.
- Support duties for diagnostic and technical treatment procedures, such as setting up and operating special medical equipment and apparatus.
- Caring for mentally ill patients, including observing, recording, and reporting changes in their behavior, and providing reassurance and encouragement.
- Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.

Education: 4 year course of study above high school leading to a bachelors degree with courses related to the occupation. Transcripts required.
Training: Completion of appropriate training such as in-service training programs, training acquired while serving in the Armed Forces, and government-sponsored developmental training programs will be allowed credit on a month-for-month basis. Such training meets specialized experience requirements depending upon its applicability.

Combination of Experience and Education: Equivalent combinations of successfully completed post-high school education and experience are also qualifying. Education used to meet specialized experience requirements must include courses directly related to the work of the position. Only education in excess of the first 60 semester hours of a course of study leading to a bachelors degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Transcripts required.
