Thisposition is assigned to the Projects Section, Facilities Management ServiceLine, VA Medical Center, St. Cloud, MN, functioning as the sole Computer AidedDesign (CAD) Draftsman. Duties include, but may not be limited to thefollowing:

· Preparescontract drawings, station drawings, and revised station drawings through theuse of computer software; these drawings include roadways, grounds, structures,buildings, utilities, distribution systems, building service equipment systems,operations equipment, medical/laboratory equipment, and furnishings; developsall drawings utilizing computer software and logical layering schemes; andmaintains the CAD drawing library.

· Participatesin engineering studies and surveys to determine feasibility and requirements ofproposed projects; and visits proposed construction sites to check the generalconditions of the area and to determine how to best accomplish desired goals ofthe project.

· Plans,estimates, designs, drafts, performs specification writing, and inspects a limitednumber of projects at the facility.

· Developsconstruction estimates using current estimating manuals, software, and localbidding trends.

· Developsand prepares specifications and design for construction following conventional,well established engineering practices.

· Maintainsrecords on progress of projects and materials delivered for preparing partialpayments.

· Customizescomputer software program for increased performance and speed; and configuresdrawing computer files to isolate trade division such as electrical, plumbing,etc.

Work Schedule: Monday to Friday - 8am to 4:30pm

Specialized Experience: MUST possess one (1) year ofspecialized experience that equipped you with the particular knowledge, skills,and abilities to perform successfully the duties of this position, and that istypically in or related to the work of this position. To be creditable, thisexperience must have been equivalent to at least the GS-6 grade level in theFederal Service. Examples of qualifying specialized experience includetechnical work in: drafting, surveying construction estimating, physicalscience, mathematics, aerospace, architecture, chemicals, electrical ormechanical systems, mining, petroleum, or nuclear systems. Experience in atrade or craft may be credited as specialized experience when the work providedintensive knowledge of engineering principles, techniques, methods, andprecedents. Examples are trade positions with substantial developmental, test,or design responsibilities such as: planner and estimator who analyzed designsfor production purposes; and instrument maker or model maker who performeddesign or development work on devices fabricated. NOTE: A full year of work is considered to be 35-40 hours of work perweek. Part-time experience will be credited on the basis of time actually spentin appropriate activities. Applicants wishing to receive credit for suchexperience must indicate clearly the nature of their duties andresponsibilities in each position and the number of hours a week spent in suchemployment.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

· Abilityto work as a Computer Aided Design (CAD) Draftsman.

· Skill inthe use of computer software.

· Abilityto interpret instructions.

· Abilityto function as a project coordinator.

· Abilityto determine feasibility and requirements of projects.

PHYSICALREQUIREMENTS: Must be able to lift up to 50 poundson an occasional basis and perform extensive walking, crawling, sitting, andclimbing of ladders.

HOW YOU WILL BE EVALUATED:

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group.  Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group.  Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.  The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.  The remaining groups may be referred based on the number of applicants available.
