PURPOSE OF POSITION
- Provide expertise, instruction and direct emergency response functions for CP and outside agencies at the scene of accidents involving actual or potential releases of dangerous commodities/hazardous material. To plan, organize and control corporate activities related to dangerous commodities risk management, loss prevention, and loss reduction to ensure a safe environment for the public and employees.
POSITION DESCRIPTION
- Manages, plans and implements the emergency response to incidents using a contractor network ensuring a safe, cost effective response to hazardous and non-hazardous materials emergencies allowing the safe operation of trains
- Plans and executes courses of action necessary to facilitate the successful conclusion to an uncontrolled release of a dangerous commodity and return the railway and the community to normal operations
- Manages emergency responders competencies through identification of deficiencies, implementing and providing training and ensuring proper equipment maintenance
- Acts as a liaison between the company, various Government regulatory agencies, customers and shippers to ensure the interests of the company are maintained with regards to the management of dangerous commodities
- Manages company dangerous commodity operational issues within their respective geographical territories by implementing and administering government and company procedures for the safe transportation of dangerous commodities
- Manages all correspondence concerning accidents, leaking or defective containers / equipment and / or violations involving dangerous commodities reportable to Transport Canada, United States Department of Transportation (US DOT) and Transportation Safety boards (US and Canada)
- Manages, plans and executes emergency response drills for employees, contractors, customers and the community
- Develops and provides training to internal personnel, contractors, provincial, state, county and local governments on various railroad and dangerous commodity issues
- Audits customers shipments and observes operations at tank car shipper loading and unloading facilities to ensure conformance to tank car specifications, securement and documentation
POSITION REQUIREMENTS
- 2 year college diploma or equivalent experience
- Tank Car expertise
- Understanding of Railway operations an asset
- Advance Tank Car Specialist
- Demonstrated capability to manage the mitigation of leaking HazMat cars
- 8 years mechanical railway or HazMat experience
- Communication and leadership in stressful situations
- Credibility with Operations & Regulators
- Expected to be On Call 24/7, 365 days a year (except vacations) for respective territories and once every 7 weeks is on call 24 hours a day for 7 days covering the entire CP system.
- Ability to travel to incidents on very short notice
- Large geographic territory
- Ability to don and work in emergency response personal protective equipment, including Self Contained Breathing Apparatus (SCBA), Level A and B suits,
- Interface at peer level with other class 1s and other experts in the business eg, First Responders, customers
- Works with minimal technical supervision when planning, scheduling and arranging own activities to accomplishing objectives

- No formal discipline within last 24 months worked
- Maintained a proven safety record within last 24 months worked
